Meta launches Content Seal watermarking system for AI-generated content detection

Oversight Board recommendation drives deployment

Meta introduced Content Seal in July 2025, responding to a March recommendation from its Oversight Board. The board called on the company to employ its own tools to address the spread of deceptive generative AI content across Facebook and Instagram.

Content Seal uses invisible watermarking technology to flag AI-generated images and videos. The system embeds metadata that persists even when content is edited or re-shared across platforms.

Comparison with Google's SynthID

The technology functions similarly to Google's SynthID watermarking system, which Google made available to developers and platforms earlier. SynthID has gained broader adoption across the industry and offers more accessible implementation options for third-party developers.

Meta's approach remains proprietary to its platforms, limiting its utility for the broader ecosystem of content moderation and verification tools that operate across multiple services.

Platform accountability questions

The deployment highlights ongoing debates about platform responsibility for AI-generated content. While invisible watermarking provides one detection mechanism, questions remain about enforcement, user transparency, and whether platforms will consistently apply these tools to all AI content.

Meta has not disclosed the detection accuracy rate for Content Seal or how it handles edge cases where watermarks may be removed through image manipulation techniques.
